New Study Warns of Underestimated Oil Spill Risks

In late August 2019, black oily stains washed up along Brazil’s northeast coast, contaminating mangroves, turtles, and fish. The source of the spill was never confirmed, but by early 2020, oil had affected thousands of kilometers of coastline across all nine Brazilian states in the region. A new study published in July 2026 uses updated modeling to predict the scale and spread of potential future spills, concluding that outdated habitat maps and a failure to consider cumulative impacts across multiple sites have led officials to underestimate environmental risks—especially for seagrass meadows and deepwater corals.

The Equatorial Margin: A New Offshore Frontier

Geographic and Economic Context

The Equatorial Margin is a subsea shelf along Brazil’s north and northeast coast, containing five sea basins from Amapá in the north to Rio Grande do Norte in the south. Three of these basins border the Amazon River mouth. Brazil aims to boost oil production by a fifth by 2030, and Petrobras estimates the region holds vast reserves. In October 2025, President Lula’s administration awarded Petrobras an exploratory license and opened 19 more blocks in April 2026.

Previous Spills and Current Operations

Petrobras claims to have operated in the region for over half a century, drilling more than 700 wells without recorded environmental damage. However, in January 2026, a "synthetic drilling fluid" leak occurred in the Foz do Amazonas Basin, leading to a 2.5 million reais ($485,000) fine from Ibama in February 2026. It predicts that seagrass meadows and deep-water reefs in the central Potiguar Basin off Rio Grande do Norte are at greatest risk from exploration spills. The study also found that existing habitat maps underestimated reef-building coral extent by 550 kilometers.

Regional and International Consequences

A separate study published last month calculated that a spill in the Equatorial Margin could reach French Guiana’s waters in hours and the Caribbean Sea within two weeks, potentially contaminating the Caribbean according to a Greenpeace report. Greenpeace oceanographer Mariana Andrade warned, "Any spill would be a diplomatic problem as well."

Biodiversity at Stake

The Equatorial Margin hosts seagrass meadows, coastal mangroves, seafloor marine species, and several turtle species. The deepwater Amazon Reef, first formally described in 2016, is thought to support biodiversity comparable to the Caribbean Sea. Researchers recommend expanding Marine Protected Areas (MPAs) in low-risk zones as a precaution, but local campaigners argue that MPAs often restrict fishing communities and are too slow to implement. The Arayara Institute favors judicial action, and in October 2025, Greenpeace, Arayara, and six other groups filed a lawsuit to stop exploration before commercial drilling begins.
