Introduction: Volkswagen’s Drastic Restructuring Plan

Volkswagen is in trouble. According to reports, CEO Oliver Blume floated an idea to close four factories and eliminate 100,000 workers by 2030. The plan, known internally as the Group Target Picture, would effectively transform Volkswagen AG into a new company, Manager Magazin said. It would eliminate about one seventh of the group’s global workforce, open the company further to capital markets, and significantly reduce employee influence. The plan was presented at a board meeting on July 9, 2026, and afterwards the company announced a comprehensive package of 12 initiatives and a 2030 target picture. The handover of the 1.5 million ID. model in Emden was attended by Kai Grünitz, Olaf Lies, Robert Müller, Jörg Tegeler, and Martin Sander.

Volkswagen said: “The Executive Board of the Volkswagen Group is continuing the strategic realignment of the company to sustainably strengthen its competitiveness… In today’s meeting, the Executive Board presented the Supervisory Board with a comprehensive package of measures comprising 12 initiatives and the 2030 target picture.” Oliver Blume added: “Our goal is clear: by 2030, we will make the Volkswagen Group the most attractive automotive company in the world — with iconic brands, inspiring products, leading technologies, robust financial results, reliable capital market performance and a team spirit in action.”

Factoring in the Decline in China

The sense of panic is fueled by a decline in Volkswagen’s fortunes in China. Once a profit powerhouse, sales in China have cratered in the past few years. In the first quarter of 2026, sales in China plunged by 20 percent, meaning the company can no longer paper over losses in its home market with Chinese profits.

Local Impact: The Nightmare in Neckarsulm

One of the German plants that may cease operations is in Neckarsulm, which assembles Audi models. Locals told the New York Times that closing that factory would devastate the local economy. Already, far right and far left political parties have protested. Members of the Marxist-Leninist Party of Germany passed out fliers urging workers to participate in a pre-emptive strike. Local resident Harry Leinmüller said: “There are so many young people here; some have bought building plots in the countryside. Many won’t be able to pay for their houses anymore. The Chinese are faster than us and have more knowhow.” Mayor Steffen Hertwig said a plant closure would be “fatal” for the area but insisted the factory would not close because it is too innovative. However, according to Manager Magazin, the factory will continue building current models, but successors will be built elsewhere. An employee said: “If Audi dies, everything here dies.”

Brand Consolidation Considerations

Volkswagen has several brands that offer very similar models, increasing manufacturing complexity and costs. The New York Times notes that GM discontinued Pontiac, Oldsmobile, and Saturn; Chrysler eliminated Plymouth; and Ford put Mercury in mothballs to control costs. Volkswagen could do something similar. Yet rumors persist that Volkswagen is considering importing the Cupra brand to America and moving forward with a new Scout division for rugged off-road vehicles. How these initiatives will be affected by the restructuring is unknown.

Justification and Skepticism

To justify the change, Volkswagen cited geopolitical tensions, rising costs from tariffs, increasing regulatory requirements, and growing competition. The tariffs imposed by the US have led to a 25 percent drop in Porsche sales in America. After the announcement, financial research firm Bernstein expressed skepticism: “VW stated that it is extending its technology leadership, a claim that will likely raise eyebrows given the pace of innovation among its Chinese competitors.” Part of Volkswagen’s optimism on technology comes from its more than . The statements from the company have been flowery and hopeful but lack specificity. Thousands of loyal Volkswagen workers in Neckarsulm and Zwickau are about to have their financial world upended. The results will not be pretty.
